Live version remains Alpha 4.9, while Alpha 4.10 just crossed an important milestone this morning: the PTU opened to all waves (All Waves), after a week of progressive deployment through successive waves. The Roadmap Roundup had confirmed late July several of these initiatives as "Committed" for 4.10 (fuel rebalancing, instancing, Siege of Orison, Arlington, new Hedeby S2 optional attachment): this promise is materializing today with a PTU accessible to all testers.
